Calathea roseopicta or Rose-Painted Calathea as it is otherwise known, is a plant that originates from Brazil. They are grown for their decorative leaves. Best grown indoors with plenty of water. If you wish to grow these outside, you should be in truly tropical areas such as Darwin and places further north towards the equator.
